Should url-escape artifact "filename" #9

The filename of the artifact may be a path. AppVeyor escapes the directory separators when determining the URL for the artifact.

perhaps do this at at https://github.com/Robpol86/appveyor-artifacts/blob/master/appveyor_artifacts.py#L420
