Provide better visibility for rights statements

It is not immediately clear to end users which records are embargoed and for how long. This does not build confidence that rights statements are applied and actionable.

Describe the solution you'd like

Surface the net results of rights statements more clearly in the UI. These should probably be attached to each transfer. Consider whether this should be in the detail view, the list view, or both.

Additional context

Would be good to get some input from end users before deciding on implementation.
