Current RC sends offline email notifications as soon as message is sent. If message is edited, no notifications are given. Even if "Block Message editing after (n) minutes" is set, mails are sent instantly.

Now, If "Block Message editing after (n) minutes" is set to some non-zero value by administrators to give some space to their users to edit the message if something misprinted, then emails should be sent after that time expires. And it should send the latest edited message.

Again, If the value is Zero or not set, the email can be sent instantly.
