Most of the fixes we recently applied to the Meteor stack on vagrant-spk was already in place on Rocket.Chat! But these are the other changes we've made. sandstorm/debian-jessie64 no longer exists, and the update to stretch requires a couple adjustments lkike installing curl.

The main issue is that the sandstorm/debian-jessie64 box no longer exists, and the update to stretch requires a couple adjustments like installing curl.
Please see #9663 for discussion. This PR has not been tested but building Sandstorm does not currently work, so this should, at least, be improved.
