feat: renew info

Description

new type RenewInfo
new field RenewInfos in Shard type
new field Orders in Metadata type
fix metadata duration calculation
refactor terminate order, remove shard after the relevant order is terminated (terminate / force update)
store message only accept operation 1 2 (new/update/force update)
fix worker reward calculation in worker append
remove pledge.go in sao/keeper
refactor shard migrate for renew order
