Enabling compat/compat rule
The only place this needed changes was in registerServiceWorker - service workers are not compatible with internet explorer: https://caniuse.com/#feat=serviceworkers
Therefore, we do not need to refactor the registerServiceWorker file to be compatible with IE because that capability would not work for IE users anyways.
