[Bug] Documentation site does not hot reload on save

There are a few lingering issues with how the docs site hot reloads when changes are made. Right now, changes do get picked up, but they do not reflect upon browser refresh. You have to rebuild the site using bundle exec jekyll build to see style changes. markup changes seem to get picked up ok.

Possible Causes -

• This could potentially be an issue with gulp 4
  Changes being made to CSS file not being seen by Jekyll Serve (watch) jekyll/jekyll-watch#81
  Gulp 4 .watch() doesn't update file modified time gulpjs/gulp#2193

• Combining the docs styles with fdui min file

• gulp tasks not watching for changes

Todo:

• Ensure hot reload works for markup, scss and js changes
