\f[V]SlepianCoeffs\f[R] will compute the Slepian coefficients of a
global input function \f[V]film\f[R] given the Slepian functions
\f[V]galpha\f[R].
The Slepian functions are determined by a call to either (1)
\f[V]SHReturnTapers\f[R] and then \f[V]SHRotateTapers\f[R], or (2)
\f[V]SHReturnTapersMap\f[R].
Each row of \f[V]galpha\f[R] contains the (\f[V]lmax\f[R]+1)**2
spherical harmonic coefficients of a Slepian function that can be
unpacked using \f[V]SHVectorToCilm\f[R].
The Slepian functions must be normalized to have unit power (that is the
sum of the coefficients squared is 1), and the Slepian coefficients are
calculated as
