A new workflow with basic tests - most matching up well with the other workflows as well as the hooks. Several inputs are still missing here.
Keep out pylint & safety for now.
Set it up with the local workflow.

Implement basic tests, set them to run by default.
Keep out pylint & safety for now until multiple pylint runs can be invoked in a sensible way.
