setup: tag usage now restricted to versions.

In setup.py, the latest tag is used to get the version of optihood.
The current implementation does not allow tags to be used for anything else.
As a developer, I would like to use the tags to quickly identify other things as well (e.g. before major refactoring, after major refactoring, with dataframe as input)
