Inspector Data collection Stored procedure (#15)

Created collection stored procedure InspectorDataCollection.

Added code to alter SQL agent job commands to use the new proc.

Tidied Agent job descriptions and changed equality job searches to LIKE searches as some users may rename jobs slightly , such as prefixing or suffixing.
