Amazon EMR - EC2 Component has been added to enable scaling of Instance Group

Which issue/s this PR fixes

fixes #126

How Has This Been Tested?

  • Unit Test has been tested.
  • Success and fail test been tested.
  • Instance group and Instance fleet 2 types has been tested.
  • metric simulation tested.
