Create a suspended CO (aka: CO itself is suspended, not the membership of the CO). Membership of such a CO is still present in the OIDC eduperson_entitlement claims.

Behaviour should be similar as in #243. So, if the CO is suspended or the CO membership is expired, these CO memberships should not be included in the proxy_authz response.
