FoundationDB integration issues to fix

• Helm chart Deployment resources not compatible with Kubernetes 1.16+
• MongoDB and chart-repo addresses hard-coded as 127.0.0.1 [in-progress]
• Helm: Change from sub-chart -> can't use top-level values.yaml which makes it hard to configure image pull policy, repo org and host - don't want to configure these twice
• Helm: Make pod names consistent and convey higher-level meaning
• Add container image builds to build.sh and add in Dockerfiles
• Chart repo (helmsync ?) should pick up same logging params as Jetstream (including defaulting to text logging rather than JSON)
• Perform startup check that the Helm Repo Sync service can be accessed - otherwise there is a race condition if Stratos comes up before the Chart Sync container does
• Make FDB and Doc Layer containers of a single pod rather than two separate pods
• Add custom annotation support to the resources created as per the other Stratos resources
