Theres an integration test on using passwords, apis, session tokens, all of which will be deprecated soon, but until then, these tests still have to pass. Furthermore, there are tests that won't pass unless we use an auth token. This PR allows us to support both cases, but this just means a user's synapseConfig has to be formatted this way to run the integration tests.
