Slew rate function:
Limits change in controller input to slew_val = 42.0(Arbitrary Value, which should be changed before pull request completed)
If change in controller input > slew_val: set controller _input to += slew_val
Note: Code is in python2 so I'm not sure if indenting is syntax correct, will test
