Gaussian filter fixed!

List of changes:

• Updated gaussian audio filter to match PCSX-ReARMed

The old gaussian filter was causing artifacts in some instances (Japanese Castlevania SoTN Konami logo is the worst offender), this more modern gaussian filter implementation fixes the issue and sounds much better in general. No performance drops have been noticed.
