New/Edit VRS page needs to ignore required fields on Copy from JRS

with the change in version 3.79 to make Schedule Start Date & Time and Duration required fields, the Copy Schedule From functionality is now broken if those fields aren't filled in and the user picks a JRS to copy from. The page needs to ignore the required fields, since it will fill them in from the JRS.
