Trying to run Make build on Windows 10 fails with the following response:

The system cannot find the path specified.
The system cannot find the path specified.
process_begin: CreateProcess(NULL, cat VERSION, ...) failed.
Makefile:10: pipe: Bad file descriptor

OS: Windows 10
Using GNU make-3.81.exe
