Remove Moto dependency (#1330)

Dependabot reported that moto needs updating[1] however
captain @jfalkenstein says, and I quote, "Moto is an excuse
for writing bad code.  If you properly invert control in your
codebase and inject your dependencies, you don't need tools
like moto.. Yank that shit out"
