Subject of the issue

Like dump config a dump vars that shows the compiled vars for a stack would provide additional invaluable debugging information.

[Resolve Sceptre#1334] Add a dump vars command

The dump vars command dumps the compiled templating_vars for the purpose
of additional debugging information.
