Tracking issue for setting up basic CI on GitHub Actions.

The CI should check:

cargo check
cargo test
cargo fmt --check
cargo clippy --all-targets
cargo doc
conventional commits. Could use conventional_commits_linter. This is a personal choice, but I want commits in this repo to follow this standard.
