For Snort/Talos/VRT rules, we should update https://github.com/Security-Onion-Solutions/securityonion/blob/2.4/dev/salt/elasticsearch/files/ingest/common.nids#L5 to the new URL:
https://www.snort.org/rule_docs/{{rule.gid}}-{{rule.uuid}}

The Emerging Threats team has confirmed that the ET rule wiki has been officially decommissioned, so we should update https://github.com/Security-Onion-Solutions/securityonion/blob/2.4/dev/salt/elasticsearch/files/ingest/common.nids#L6 to the new URL:
