What this PR does / why we need it:
Updates CUDA version from 10.0 to 10.2 and CudNN from 7 to 8 in s2i wrapper GPU Dockerfile, with the goal of supporting inference with onnxruntime-gpu==1.6.0 with torch==1.6.0 right out of the box

Update CUDA version from 10.0 to 10.2 and CudNN from 7 to 8 in s2i wrapper GPU Dockerfile.

Bump up CUDA version from 10.0 to 10.2 and CudNN from 7 to 8
This should be enough to support `onnxruntime-gpu==1.6.0` with `torch==1.6.0` right out of the box

Hi @ashrafgt. Thanks for your PR.

I'm waiting for a SeldonIO member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
