Missing .NET Framework support, it only works on .NET Core #145

Hi.

Is it true that ErrorProne.Net.StructAnalyzers only works on .NET Core? I want to use it in .NET Framwork project too.

I can not reproduce this issue right now.
Is it still relevant for the latest version?
