Fix the order of arguments to EventLog.CreateEventSource, and pass the right parameter to EventLog.SourceExists.

This seems to have broken the Unit Test:

ServiceStack.Logging.Tests.UnitTests.EventLoggerTests.EventLogger_LoggingTest:
System.Security.SecurityException : The source was not found, but some or all event logs could not be searched. Inaccessible logs: Security.
