The readme file in previous versions stated a CC-BY-SA license; I've changed this to a more permissive CC-BY license which also applies to previous versions. (I've already released my contributions to Celestia's default content under CC-BY). As before, this license doesn't apply to the pulsar jet models and textures.

Apparently the ATNF database updated to version 1.68 just a day after I updated this repository to version 1.67! So I'll release this now, and then update the repository to v1.68...
