I agree with your thought about supporting bilingual languages!
What I was just worried about was that some Japanese people who wanted to participate as session speakers would be concerned about whether it's okay to speak in Japanese. Because the README doesn't mention any spoken language, but it mentions a requirement that submissions be written in English.
So, how about adding the following description to the README?
Sessions at this event may be provided in English, Japanese, or other languages, but simultaneous/consecutive interpretation will not be provided.
There are no spoken language requirements for those wishing to participate as session speakers. Please speak in your preferred language, such as English or Japanese.
Will the speakers be allowed to provide their session in Japanese?
There is a requirement that the submission should be in English. But, there is currently no information of the speaker languages.
