Fix tests on CI (#2325)

* Rework analytics tests to use act and mock fetch

* Mock PerfKit to avoid downloading the script in unit tests

* Change test syntax for consistency

* Avoid infinite rerrenders in useOptimisticVariant test

* Allow MiniOxygen to find port during tests to avoid collisions
