Enabling the Shopify Package Publishing Pipeline: tree-stand-publish-package

This PR adds a Shopify Package Publishing pipeline to this repository.

Please review this PR before merging it!

• Head over to the Shopify Build documentation to learn more about configuring it.
• Update shipit.yml to execute this pipeline during deploys by adding:

deploy:
  override:
    - buildkite-trigger tree-stand-publish-package

• Remove other uses of Packagecloud in your codebase and README
• Commit the pipeline and shipit.yml changes made above (or rebase/squash if preferred) and remove [ci skip] from the commit message
• See the builds for your tree-stand-publish-package pipeline.

Test publishing by manually triggering your pipeline using:

Verify your package is published to Cloudsmith. Connect using Okta.
