Added Authorize and AuthorizeRequest method to PersistentConnection.
bdfacba 
- This is the place in the pipeline to authorize requests. If a request
  fails authorization then a 403 is returned.
- The HubDispatcher now returns false if no hubs are authorized.
- Updated MemoryHost to return a faulted task for 403 responses.
- Updated tests.
