Update the JCR config to the Jackrabbit Oak JCR implementation. Remove the Jackrabbit RA configuration.

Implementing a mechanism in charge of executing garbage collection processing which takes also into account the backup files created into the segment store. Two new dedicated parameters are handled into `$JCR_HOME/silverpeas-oak.properties` file: * `segment.compaction.cron`: allows to schedule the processing * `segment.compaction.backup.age`: allows to delete backup files
