[FEATURE] [MER-1911] Allow instructor to change a user's role #3502

MER-1911

This PR adds a new tab called 'Actions' in the student details view.

Also, within that tab, functionality is added for the course instructor to change the role of the student to allow the student to have an instructor role in that course section and vice versa.
