Add an incoming webhook for receiving notifications from remote BBB server logic.

In this first phase, the incoming payload will announce, shortly after a meeting:

video recording in mp4 has finished processing

The App should notify in the Rocket.Chat channel that the video of the MP4 is available.

Ideally, this should also trigger:

a transfer of the MP4 file from the BBB server to the archive system
the archive system should be flexibly defined -- including Youtube or Kaltura or ....
