Used when coloring a scalar volume using segmentation and we want to make sure that labels cover the underlying structure and a bit further (to color also the transition of the masked voxels).

@lassoan Once you have reviewed & approved, it will be automatically integrated. Then, I will update the corresponding Slicer pull request.

Note that in addition of integrating you last suggestion, I also updates the "license headers" to be consistent with current VTK best practice and added an acknowledgment comment in the .h

In the interested of time, I will likely by pass the review at 10:45pm so that we can update Slicer and have the next round of preview build integrate this change.
