This extension provides an HTTP API for creating and manipulating user accounts and disables the built-in registration form. Another site would then be used to register the account, and optionally manage aspects of the account.
Copy the extension to phpBB/ext/snailpaste/phpbbexternalintegration
Go to "ACP" > "Customise" > "Extensions" and enable the "phpBB External Integration" extension.
