Commit Policy
The project members have agreed on the following commit policy in ticket 14.

All bug fixes that do not change functionality, or do so only to a minor degree, can be included in the project by any committer (who can also be the author of the change).

Medium level changes like adding in new functionality within the existing structure, or making small refactorings that do not change the interface, can be included by any committer by reaching lazy consensus after a review period of one week.

High level changes that expand infrastructure or add design decisions can be included by any committer after a positive vote.
Contributors that do not have commit permissions are encouraged to submit pull requests via GitHub. A committer will review the proposed changes and initiate the corresponding procedure.
