Android and Linux ipsec clients not reachable until generating traffic #285

After extensive testing we found the following issue on both android and linux clients (L2TP/Ipsec)

Client connects and receives DHCP address without gateway.
From another client the client is not pingable
As soon as the client sends traffic through the tunnel (ping or other) it becomes reachable
The client also does not receive UDP broadcasts until this event.

@dnobori this seems to be something specific to softether, is that correct?
If so, could you point me in the right direction to supply a patch?
