Adds Arm64 VS Extension support

Updates VSSDK.BuildTools to 17.4. Adds Arm64 to ProjectPlatformTarget / ProcessorArchitectureSetting enums. Adds Arm64 extension targeting in VSIXManifest. This enables the use of this extension on Visual Studio 2022 17.4+ Arm64.
