Copy/paste does not work across dimensions

Describe the issue

Copies made in one dimension cannot be pasted (and do not show up for pasting) in another dimension

Steps to reproduce

1. Go to Nether and copy something
2. Go to Overworld and attempt to paste

Expected behaviour

A copy make anywhere should be paste-able anywhere

Additional information

A related issue is that loading a blueprint onto a tool does nothing if you do this in a dimension different than which the copy was originally created.
