In order to ease the submission for the participants, we want to enforce the flag format.

Preliminary: check with everyone that they agree with that modification
On admin interface, update flag input placeholder with the right format
On admin interface, show a warning message if the admin doesn't respect the flag format
On rules page, add a line to specify that there is a format for the flag
On challenge page, update the flag placeholder with the right format
