Throttle task execution for local deployment

Currently there is no throttle, and each taskattempt launches 2 docker containers. For parallel workflows this quickly outstrips resources on a laptop and causes timeout errors. Creating a throttle with a default of 1 taskattempt at a time would make a local deployment more usable for development work.
