First attempt at dynamic documentation

pal.pyx is now generated as part of the build with documentation
being extracted from the PAL source files and dynamically inserted
into the cython code.

help(palpy.FUNCNAME)

should now work. A distribution can not yet be built and not
tested on python 2.7.
