Issue 1219: Implementing very first pass of the local monitoring
daemon. The basic idea is it'll alert via email if a problem is
detected; it'll also reach out to some heartbeat kind of remote
monitoring that will know when it's late checking in.

* slashed the variables being sent to the plugins via params list
* made adjustments based on what was no longer passed
* added a Bash function library that is sourced to encapsulated common needs
