Could be similar to Enhance 'ImageFieldDefinition' - add default AdditionalAttributes #552

We are using SP 2013 Standard environment and provisioning te structure with CSOM code.
If you create the 'Publishing HTML' field with HTMLFieldDefinition it looks fine. However if you use that field in your custom page layout it renders and functions just like a simple Note field. Is it a bug?
