M2 should prevent list scope content type operation via content type ID.

Content types get an unique IDs within a list so that it is impossible to lookup correct content type by ID to remove / hide or delete. M2 should validate the model and raise an exception in case IDs are used for such operations.

Added DefaultContentTypeLinkDeploymentValidationService service and Regression.Services.DefaultContentTypeLinkDeploymentValidationService tests.
