As per community feedback:

Looking at the properties MajorVersionLimit and MajorWithMinorVersionsLimit in ListDefinition: According to the comment they are not supported, and there is a look to UserVoice. https://officespdev.uservoice.com/forums/224641-general/suggestions/6016131-majorversionlimit-majorwithminorversionslimit-pr
however, it seems to be implemented already.

So I guess the comment can be updated?
