As per the feedback:

Hi, so to summarize the issue is that I can't seem to set the TimeZone from SPMeta2. RegionalSettingsDef does not have a TimeZone property.

Added BuiltInTimeZoneId class to reflect Microsoft.SharePoint.SPRegionalSettings.GlobalTimeZones eumeration

Added TimeZoneId property for both CSOM/SSOM along with a new BuiltInTimeZoneId class.
