Description

As per i mentioned in issue this is sound recorder chrome extension
whole code with proper permissions and comments is pushed in this PR

#just saying
i thought it would be an easy task but it took me more than an hour to just understand structure and resources i took online
learned lot of new things and used lots of online resouces

Fixes: #471

this full coded is not coded by me i took parts of it by online resouces like worker,enccoder,background.js
but i am making sure that it will not conflict other code and i know the full structure and other code as well
