Fundamental and Foundation Framework Components

Framework components enable the major features that are required for the first release. From a high level, this will provide a Sequences API for IEnumerable and Array, and Operation API for Task<T>, and application context components for establishing an application in different hosted scenarios (such as unit testing, console, and Azure Functions).
